A structurally obsolete bridge is a bridge that was built with lesser standards than by the needs of people today.  This does not mean that the bridge is unsafe.  A structurally obsolete bridge has sub-standard features such as perhaps being to narrow, having poor approach alignment and perhaps having low load rating.  A Structurally Obsolete bridge does not meet federal requirements.
